   أنشأت دائرة التخطيط والتطوير – تراخيص، الذراع التنظيمي لمؤسسة الموانئ والجمارك والمنطقة الحرة بدبي في عام 2008 وذلك للقيام بمسؤولية الإشراف الهندسي وإصدار تصاريح البناء، وإصدار الرخص التجارية والإشراف على كل ما يتعلق بالبيئة والصحة والسلامة في نطاق مناطق التطوير الخاصة في إمارة دبي. وقد تم إنشاء الدائرة للتوسع المطرد والنمو في الإستثمارات سواء في مناطق التطوير الخاصة أو المناطق الحرة التابعة للمؤسسة مما استدعى وجود كيان تنظيمي موحد بهدف تحقيق جودة الخدمات المقدمة وسلامة وشمولية الإجراءات للوصول إلى أعلى درجات رضا العملاء من مطورين رئيسيين وفرعيين ومستثمرين وأصحاب عقود الإمتياز.

وقد شرعت تراخيص في الإشراف الفعلي على المناطق التي تخضع لها متمثلة في جميع المؤسسات والدوائر التابعة لمؤسسة الموانئ والجمارك والمنطقة الحرة والدوائر التابعة لدبي العالمية، وقد أدى التفاعل الإيجابي بين تراخيص وتلك الدوائر والمؤسسات لإيجاد منظومة متكاملة معيارية لكافة الخدمات المطلوبة سواء كانت الخدمات الهندسية، والترخيص التجاري، والبيئة والصحة والسلامة.

   The Department of Planning and Development – Trakhees, was established in 2008 as regulatory Arm of Ports, Customs and Free Zone Corporation in Dubai to undertake responsibility of engineering supervision, issuance of building permits, issuance commercial licensing, and supervision of all health, safety & environment matters within the Special Development Zone in Dubai. The Department has been established for sustainable expansion and growth in investments, both in the special development zones or free zones under PCFC-Trakhees jurisdiction, the same required the presence of unified organizational entity in order to achieve the best quality of the provided services & the integrity and comprehensiveness of the procedures to reach the highest level of customer satisfaction of the major and sub developers, investors and owners of the concession contracts.

Also, PCFC-Trakhees has embarked in actual supervising over the areas that are under its authority represented in all institutions and departments of Dubai Ports, Dubai Customs, Free Zone, and Departments of Dubai World which result in a positive interaction between Trakhees and those departments and institutions to find an integrated standard system for all of the required services whether the engineering, commercial licensing or environment, health and safety services.
